Stablecoin Treasury Exceptions: Approve a Defined Deviation, Then Close It

3 min read

An approved stablecoin list sets the framework. Its practical test comes when a business team wants to pay a supplier on an unapproved network before an approaching deadline. A useful exception process makes the deviation explicit, bounded and capable of being refused.

This article focuses on the exception file. BECTRA’s separate approved-list article covers general selection criteria and is linked below.

Define the departure from policy

An exception may concern the token, network, provider, amount or holding period. These are separate dimensions. Approval for a native token on one network does not automatically cover a bridged version elsewhere.

The requester should explain the business need without presenting it as risk evidence. A supplier’s preference explains why the request exists. It does not establish that the route is controlled. Identify what remains within the normal process and what requires a fresh assessment.

Use a completed decision record

Consider a wholly fictional policy allowing a native stablecoin on network A, with a USD 50,000 issuer exposure limit. A team requests network B for a USD 18,000 invoice. Existing exposure to the same issuer is USD 26,000.

Field

Recorded request

Decision implication

Deviation

Network B has not been approved

Technical and exit review required

Resulting exposure

USD 26,000 + 18,000 = 44,000

Within the fictional limit; no automatic approval

Duration

Proposed maximum holding period of 24 hours

Define when the clock starts and who monitors it

Recipient

Wallet independently confirmed

Do not rely solely on the original payment request

Fallback exit

Not evidenced

Approval remains blocked

The exposure calculation answers one question. It cannot establish eligibility or route availability.

Separate requesting, reviewing and authorising

The requester should not approve their own exception. Treasury calculates aggregate exposure, relevant functions assess the route and the designated authority accepts or rejects it under the company’s delegated powers. Smaller organisations can adapt the roles while retaining independent review.

Permission should cover a specified transaction or period, with a cap, prerequisites and an owner responsible for checking them. Conditional support becomes executable only when the conditions have been met and recorded.

Define closure before execution

The exception expires on completion or its stated date. Silence should not renew it. An overrun, failed exit or recipient change triggers a stop and a fresh decision.

In this example, missing fallback evidence means the request is held. If satisfactory evidence arrives, the file is updated before authorisation. Any subsequent execution is reconciled to the invoice, movements, fees and receipt evidence. A successful transaction does not automatically add network B to the permanent list.

What an exception can—and cannot—authorise

The proposed procedure covers internal parameters that the company has expressly made waivable. It cannot override applicable law, sanctions, mandatory counterparty identification or a prohibition on sending funds to an unverified beneficiary. Commercial urgency does not satisfy those conditions.

Now extend the hypothetical example: compliance has cleared the route, technical review has verified the native token on network B, and treasury has documented a fallback exit. A narrowly framed approval becomes possible.

Decision field

Hypothetical instruction

Approver

CFO acting under an existing delegation, independently of the requester

Scope and ceiling

One identified invoice, maximum USD 18,000; projected issuer exposure USD 44,000

Conditions before release

Independently verified beneficiary, lawful route, valid quote and fallback exit

Expiry

One transaction only; approval lapses at noon Paris time on 4 November 2026 if unused

Holding period

Maximum 24 hours from acquisition; treasury escalation if exceeded

Closure

Treasury reconciles invoice, debit, transaction, fees and receipt; independent review next business day

The USD 50,000 limit is an aggregate issuer limit across wallets and networks. Meeting it is only one control. The resulting decision is conditional approval, with named checks and an expiry; an expired exit arrangement makes the approval unusable before any purchase.

BECTRA’s contribution

BECTRA can help design the exception form, delegated authority matrix and exception register. Recurring requests then inform policy improvements: a lasting business need, an unsuitable limit or a route to discontinue. Exceptions become evidence for governance rather than an informal way around it.
