Stablecoins in Senegal: Which International Payment Problem Needs Solving?

3 min read

A Dakar service company may collect from an overseas customer, pay a supplier or issue a refund. Similar-looking transfers can involve different contracts, currencies and responsibilities.

A Senegal assessment should start with these needs and existing routes. Wallet availability establishes neither settlement quality nor suitability for a Senegalese business.

Place the company within its regional framework

Senegal and Côte d’Ivoire share the WAEMU framework. The BCEAO launched PI-SPI in Dakar on 30 September 2025 and describes it as regional CFA-franc infrastructure. An intra-regional transaction should be compared with services actually available within that system, rather than an abstract international bank transfer.

The assessment changes when a customer pays from outside the region, foreign currency is required or an overseas intermediary participates. Name those differences instead of assuming identical friction across all routes.

Senegalese reference points and a directional constraint

BCEAO’s 2024 balance of payments, published in September 2026, records a XOF 1,041.9 billion services deficit and a XOF 2,276.9 billion secondary-income surplus. Secondary income is broader than household remittances. These historical figures measure neither stablecoins nor corporate demand alone.

The payment-institution list at 31 August 2026 includes DUNYA Digital Payment Sénégal, EP.SN.001/2025, and FLUTTERWAVE Sénégal, EP.SN.004/2025. Their payment status must not be presented as a stablecoin offering.

A concrete distinction from Côte d’Ivoire matters: Yellow Card’s commercial documentation lists mobile-money sending in XOF for Senegal, but receipt as “Coming soon”. The statement, consulted on 16 October, requires confirmation. It cannot substantiate a currently available collection route.

Senegalese requirement

Starting point

Evidence required

Service-export receipts in EUR

Company contract and receiving account

Actual credit and invoice reconciliation

Local XOF distribution

Contracted bank or mobile payment

Recipient eligibility and usable funds

Regional WAEMU payment

XOF route, including accessible PI-SPI services

Participant and actual service availability

Stablecoin-intermediated route

Exact direction and any token custody

Contract, conversion and available final exit

Separate regional infrastructure and international route

Define the endpoint for a service exporter

Consider a fictional Dakar agency billing an international client while funding local CFA-franc expenses. Token receipt addresses that need only if conversion and final funds availability are established.

The agreement should specify the obligation and its discharge. If an invoice is denominated in foreign currency but settled in tokens, what fixes the quantity and when? Who bears fees and shortfalls? If a third party pays, what evidence connects the transfer to the customer and invoice?

These terms affect reconciliation, disputes and later explanations to the bank or accounting professional.

Not every beneficiary holds tokens

For a fictional €20,000 services invoice, a provider may use stablecoins between intermediaries while the business receives only XOF. A token holding and a payment claim against that provider create different accounting evidence and counterparty risks.

BECTRA can qualify the architecture and prepare collection records, banking evidence and reconciliation inputs. For institutions, the corresponding question concerns visibility over conversions and responsibility throughout the chain, beyond the blockchain address alone.

Collection, conversion and refund

Conclusion

Senegal analysis should connect local business circumstances, the regional framework and foreign counterparties. BECTRA structures that assessment around an evidenced end-to-end route. The objective is a workable choice with clear responsibilities and verifiable outcomes.
