Before Collecting Stablecoin Data, Define the Decision
“Prepare a study of stablecoins in Kenya” may refer to market entry, treasury policy, supervision or payment design. Without a defined decision, research can produce a substantial dossier without enabling any practical choice.
BECTRA’s starting point is to convert the topic into a decision question. That establishes the user, time horizon, alternatives and evidence capable of changing the assessment.
A topic names a field; a question structures a choice
“Stablecoins in Africa” is a topic. “Which company payment flows justify comparing a stablecoin route with the current route, before what commitment and subject to which conditions?” is a usable question.
The research then seeks evidence supporting a decision to proceed, limit, defer or reject an option, rather than everything available about the technology.
An institution may instead ask which indicators would justify closer monitoring of digital-dollar holdings, and what would distinguish payment activity from retained balances. Similar technical material now supports a different decision.
Write competing explanations before collecting confirmation
For a proposed payment route, three hypotheses might be that it reduces total cost, primarily improves operating-hour availability, or adds intermediaries without improving the final outcome.
Seek evidence both for and against each. A low network fee does not distinguish them when the final conversion remains unknown. A provider interview can guide a request, but cannot replace an executable quote and observed bank credit.
The ODNI’s publicly available ICD 203 analytical standards provide a reference for separating information, assumptions, uncertainty and alternatives. They do not accredit BECTRA. The framework here adapts analytical disciplines to civilian financial decisions.

Match the evidence to the proposed commitment
An initial assessment may support a legal review or quotation request while remaining insufficient to commit funds. State that decision level clearly.
Make unknowns visible. No incident found in the consulted sources is not evidence of no incidents. Three interviewed companies using a route do not establish national adoption. Research coverage and evidence quality determine confidence in the assessment.
A completed brief: commission research before authorising payment
In this fictional case, a Kenyan company wants to pay a European supplier in euros. The committee is deciding whether to fund verification, not selecting a provider for execution.
Field | Proposed decision brief |
|---|---|
Owner | CFO, with compliance sign-off |
Immediate decision | Approve or decline feasibility work |
Budget and timetable | Hypothetical €5,000 ceiling; ten working days |
Options | EUR bank quote; stablecoin conversion route; existing arrangement |
Scope | One company, supplier and test invoice; no treasury holding planned |
Discriminating evidence | Net EUR quote, each obligor, service status, usable exit and reconciliation protocol |
Stop conditions | Unidentified exit entity, unavailable destination or unverifiable final credit |
Deliverable | Decision note, contractual map, comparison and unknowns register |
The figures illustrate scope. They are neither a BECTRA price quotation nor regulatory thresholds.

Show how evidence changes the decision
A low network fee without a net euro delivery commitment does not establish the cheaper-route hypothesis. If the bank commits to an amount and timeframe while the alternative cannot identify its exit obligor, the committee may fund only targeted document collection and withhold payment authority.
A documented contract, eligibility, complete quote and conversion arrangement could justify a separately authorised test. Successful final credit and reconciliation could then support a limited pilot proposal. Funding research does not automatically authorise either step.
BECTRA’s useful engagement is bounded: define the decision, collect targeted evidence, compare options and issue a conditional recommendation. Institutions can commission market analysis using the same structure with mandate-specific criteria.
Conclusion
Useful research follows decision → alternatives → hypotheses → evidence → judgment → review. BECTRA applies this approach for public and private decision-makers, linking findings to an explicit choice and its limitations. Analytical value lies in the decision supported, rather than the number of pages collected.
