Stablecoins in Ghana: Separate Use Cases, Registration and Authorisation

3 min read

A Ghanaian company considering stablecoins needs to examine the proposed service alongside evidence of the provider’s status. Registration, admission to a testing programme and a licence do not necessarily confer the same permissions.

The country assessment therefore starts with a chronology and a functional map. An old market snapshot cannot establish current permissions, and a count of virtual-asset users cannot measure business payment adoption.

Read the institutional framework carefully

The Bank of Ghana’s virtual-assets portal presents the Virtual Asset Service Providers Act, 2025, Act 1154, as the foundation for registration, licensing and supervision. It describes coordination with the SEC and Financial Intelligence Centre. The general framework and an individual firm’s position remain separate checks.

The February 2026 institutional FAQ mentions value transfers and some remittance uses among observed activities. It does not establish their share in corporate settlement. Such observations cannot demonstrate that a particular route suits an importer or exporter.

Registration and licensing are different records

An exporter receiving tokens

Consider a fictional business in Tema offered stablecoin settlement by an overseas customer. Its actual need is to meet cedi expenses on a known date. Receipt of tokens alone does not complete the treasury outcome.

The CFO requests a conversion quote, the payout company, banking conditions, treatment of third-party payments and reconciliation records. If conversion is delayed, responsibilities for holding the exposure and deciding whether to retain it must be clear. A guaranteed rate without a validity period or conditions is not a usable comparison.

A monitoring file for businesses and institutions

  • Rules: publication, version and effective date of relevant measures.

  • Entities: current status, covered services and restrictions.

  • Routes: demonstrated conversion and bank availability.

  • Uses: contracts and payment samples rather than general claims.

  • Incidents: documented complaints, restrictions and reconciliation differences.

This is BECTRA’s analytical framework, not provider certification or a measurement of the entire economy.

The ecosystem extends beyond dollar-token transfers. Tokenised gold and securities should not be assumed to be payment stablecoins.

A Ghanaian company should first eliminate services that do not perform its required function. Financing a receivable, converting tokens and settling a supplier are distinct activities. BECTRA’s diagnostic connects the economic requirement with the contract, published pilot scope and intended final delivery. Institutional monitoring should examine actual pilot-to-market transitions and dependencies between custody, exchange and payment.

Conclusion

A Ghana assessment should connect regulatory chronology, economic functions and execution evidence. BECTRA structures the country dossier and the questions requiring professional qualification before a pilot. The aim is a complete route to the funds the business actually needs.
