Stablecoins and WAEMU exchange rules: establish the route before the transfer
For a business in WAEMU, choosing a stablecoin settlement route requires identifying the parties, underlying transaction and role of each participant. An attractive quote and a traceable transaction do not establish that the route can be used. The file should let the finance team seek an answer on a specific arrangement.
Identify the instrument and its effective period
Regulation 06/2024/CM/UEMOA of 20 December 2024 governs external financial relations. Article 36 provides for entry into force on signature; BCEAO Instruction 01/07/2025/RFE of 7 July 2025 takes effect on 1 August 2025. Keep these dates separate when distinguishing the regulation from its implementation requirements.
Article 4 of the regulation reserves certain dealings between the Union and other countries, or between residents and non-residents, to designated intermediaries within their respective powers. It does not establish general permission to transfer stablecoins through a wallet.

Describe the facts before choosing a channel
BECTRA’s proposed analysis separates the business customer, token seller, custodian, transfer operator and ultimate recipient. Record their country, residence under the relevant instrument and contractual role. Establish whether the business holds tokens itself or whether a provider performs a conversion without transferring the asset to it.
Then connect each stage to the underlying activity: a commercial payment, investment, loan or another transaction requiring classification. The label “stablecoin” does not answer that question. The entity’s accounting basis, exchange rules and provider status require separate assessments; an accounting record is not regulatory permission.
Approach the relevant participant
Instruction Article 3 provides for outward-transfer applications through an authorised intermediary. Articles 4 and 5 distinguish transactions not requiring prior finance-minister approval from those that do; the intermediary forwards the latter to the relevant ministry department. Article 12 sets the effective date at 1 August 2025.
BECTRA’s application: ask which provision covers the proposed route, what records are required and which decision remains outstanding. Compare a provider’s commercial response with its authorised scope. This article does not establish the lawfulness of an unspecified token route; involving an intermediary alone does not resolve every question.

Worked example: compare cost and eligibility separately
Hypothetical case: a Senegalese company considers two quotes to settle a service invoice of XOF10,000,000. One quotes XOF120,000 in fees; the other XOF75,000, excluding possible additional charges. The quoted difference is XOF45,000. This calculation compares proposed prices; it does not show that the routes provide an equivalent service or are permitted.
Before selecting the second quote, the finance director asks who receives the CFA francs, who purchases and holds the tokens, what amount reaches the recipient and which document establishes the route’s regulatory conditions. Without those answers, the saving remains a quotation assumption. No regulatory threshold or exemption is inferred from this example’s amounts.
BECTRA deliverable: a decision note on the route
BECTRA proposes a short note linking each stage to the responsible party, provision examined, available record and unresolved question. Attach both quotes, the commercial contract and dated responses from participants. The conclusion states whether the file supports comparison, a document is missing or specialist advice remains necessary. Silence is not converted into approval.
Conclusion
In WAEMU, explaining the actual route makes it possible to put the relevant question to the appropriate participants. Compare fees against that documented file. Technical transfer evidence, accounting support and the assessment of regulatory conditions should remain separately identifiable.
